Look to design
Heated debate here in Washington DC with incredibly bright environmental leaders, one of the conclusions that tempted consensus in this diverse group: transformational change might not come from the usual interventions of policy, leadership, or budget change.
It may come from a design perspective. Probably will come from a design perspective.
For example from my buddy Kevin. The internet was a design play. No policy, no leadership, no budget priorities. And the outcome?
